A number of queries are being received in the Embassy regarding ‘Emergency Check Required’ (ECR) passports. For the benefit of the general public, information on the following frequently asked questions is provided:
1. What is a ECR passport?
(i) The Emigration Act regulates emigration of skilled, semi-skilled and unskilled workers as well as certain professionals such as ‘Nurses’, notified from time to time, for employment abroad in 18 specified countries including Saudi Arabia.
(ii) Persons whose passports contain “Emigration Clearance Required” (ECR) stamp and who intend to take up employment abroad in these 18 countries need to obtain emigration clearance from Protector of Emigrants (POE).
(iii) The workers who have not obtained clearance from POE are liable to be stopped at the Immigration.
2. Who are eligible for a non-ECR (previously ECNR) passports?

Extension of last date for acceptance of Handwritten travel documents/PIO cards till 31 December’ 2023.
1. Government of India has decided to accept handwritten travel documents/ PIO cards as valid travel document along with valid foreign passport at all Indian Immigration Check Posts till 31 December’ 2023. This extension of timeline us subject to the condition that if in the meantime any deadline is notified by the ICAO thereby making hand written PIO cards invalid then PIOcardholders may have to obtain appropriate visa from India Missions/ Posts.2. All PIO card holders are hereby advised to apply for conversion of PIO card to OCI card as soon as possible.

What is Kafala (Sponsorship) system:
(i) Saudi Arabia follows a sponsorship (Kafala) system for regulating employment of expatriate workers. Any expatriate worker entering the Kingdom requires sponsorship of a sponsor (known as Kafeel), who may be a Saudi citizen or a company, and shall remain under the sponsor’s responsibility during the term of the employment contract.
(ii) No expatriate worker can leave the country, without the consent of the sponsor.
Who may be employed in Saudi Arabia?
(i) Any person aged between 18 and 60 years, physically fit and possessing professional and academic qualifications required by the Kingdom (provided there is a shortage of citizens holding such qualifications), or belonging to those category of workers needed by the Kingdom, may be employed in Saudi Arabia. Introduction
The Indian Embassy in Riyadh and Consulate General of India, Jeddah administer consular services to the Indian citizens residing in their respective areas of consular jurisdiction in the Kingdom.
These Services are facilitated through the outsourcing agency M/s VFS GCC LCC, which receives the applications at their service centres spread across the Kingdom in Riyadh (in Umm–al-Hamam, and Batha); Dammam, Al-Khobar, Buraida, Wadi-Al-Dawasir; Jeddah (in Al-Ghunaym Street, Al Andalus District, and Madinah Road, Al-Ruwais District); Abha/Khamis Mushayat and Tabuk.
